Specific projects in Malta

Main activities:

The Creative Governance project funded by the EEA Norway grants continued, and was extended until October 2016. In 2015, the main activities included 2 stages of the LAP for the mayors and executive secretaries, on the development of performance management indicators and on the preparation of the PMP manual, which was presented to all stakeholders at the end of the year. In May, a study visit to Norway was organised in co-operation with the Norwegian Association of local and regional authorities (KS). The Maltese mayors learnt about the Norwegian experience in performance management and the implementation of the ELoGE.

In 2016, the third stage of LAP, and the final project component of ELoGE were implemented.

Back A Partnership for Creative Governance

Final conference dedicated to the end of the Creative governance project was held in Malta on 25 November.

The Minister, local and central authorities, associations and experts have discussed the results and the follow up to the project.

The project was funded by Norway grants implemented in cooperation with the Centre of Expertise and consisted of five components:

  • Training Needs Analysis (TNA)
  • National Training Strategy (NTS)
  • European Label of Governance Excellence (ELOGE)
  • Performance Management Programme (PMP)
  • Leadership Academy Programme (LAP)
