Within the Programme, a Study visit was organized for the members of the Council for Professional Development of Employees in Local Self –Government, representatives of National Academy for Public Administration (NAPA), Ministry of Public Administration and Local Self–Government (MPALSG), Standing Conference of Towns and Municipalities (SCTM) and Government Service for Human Resources Management (GSHRM). Study visit started on 16 October 2019 and will last until 18 October 2019.
High level representatives of abovementioned institutions partook the visit, namely Mr Ivan Bošnjak, State Secretary (MPALSG), Ms Ivana Savićević, Assistant Minister (MPALSG), Mr Nikola Tarbuk, Deputy Secretary General (SCTM), Mr Ivan Milivojević, Deputy Secretary General (SCTM), Ms Sandra Pantelić Head of Administration of the City of Belgrade, Ms Snežana Antonijević, Assistant Director (NAPA), and Mr Danilo Rončević, Director (GSHRM).
During the first day of Study visit the Serbian delegation visited the City of Strasbourg and Eurometropole and had fruitful conversation with Mr Roland Ries, Mayor of Strasbourg, Pierre Laplane, General Director of the Administration, Ms Céline Villiers, Director of Human Resources and Mr Guy Chavanne, Head of the inter-municipality Mission. The participants shared best practise and experiences on the organisation of administrative structures and human resources management at local level.
During the next two days the visit to CNFPT-INET, Regional Delegation Alsace and Council of Europe relevant bodies/department, including the Congress of Local and Regional Authorities, the General Directorate of Democracy, its Democratic Governance Department, Good governance Division and Centre of Expertise for good governance will be held.
The delegation will meet Mr Philippe Rutten, Director of the Regional Delegation “Alsace Moselle“, Mr Guillaume Bauchet, Head of the continuous training department, Ms Magalie Weistroffer, Deputy Director for training of INET. The delegation will have educational meeting with the Congress of Local and Regional Authorities and will meet the representatives of the Council of Europe, namely Ms Alina Tatarenko, Head of the Center of Expertise, Ms Sonia Sirtori, Head of Good Governance Division and Mr Daniel Popescu, Head of Democratic Governance Department. Finally, high – level meeting will be held with the Director General of Democracy (DG II) Ms Snežana Samardžić Marković.
The Study visit is organized to strengthen administrative capacities of the Serbian Public Administration regarding the development and implementation of training programme and fostering human resources management policy at local level. Sharing knowledge and best practise experience during the Sttudy visit will significantly contribute to further development of merit based public servant system, based on knowledge and competences in Serbia.
