Strategic Planning:  Workshop for the Lithuanian Regions

Strategic regional planning (SRP) is an important component of delivering good democratic governance to citizens as it sets the regional long term development vision and its targets to be achieved. The Council of Europe Centre of Expertise for Good Governance (CEGG) supports the Lithuanian authorities in fostering best European practices in this area. This year, the CEGG helped develop a Strategic Regional Planning Guide tailored to the Lithuanian regions.

As a follow up activity, on 17 October 2022 in Vilnius, the Centre of Expertise will organise a capacity-building workshop for the Lithuanian Regional Development Councils, to present the new Guide and train the regional authorities on how to use the SRP principles and methodology. In addition, the participants will take part in interactive exercises in three separate working groups with the Council of Europe and national experts, for preparation of various elements of a strategic regional plan such as:

  • Environment analysis and identification of problems
  • SWOT factors and their interrelationships
  • Problem definition

The technical assistance and practical guidance provided to the participants should help them develop skills and knowledge, based on the latest Council of Europe standards, for designing regional plans whereby they will contribute to the overall regional development in the country.

The Workshop will be conducted in the framework of the CoE-EU joint project “Establishment of legal institutional and financial framework at regional county level capacity building to enhance quality of regional public administration in Lithuania” in cooperation with the Lithuanian Association of Local Authorities.
