Status of the Capital City of Bratislava and the City of Košice: preparation of a Policy Advice

The Centre of Expertise for Good Governance is finalising a Policy advice on the status of the Capital city and on metropolitan governance in Slovakia.

In 2021, the Centre of Expertise organised a series of discussions between the Council of Europe and national experts, representatives of the city of Bratislava and the city of Košice as well as other relevant stakeholders to discuss the current challenges in the functioning of the two cities. The debates aimed at assessing the weaknesses of the pertinent legislation and proposing recommendations for its improvement. A draft Policy advice on the special status of the Capital City Bratislava and strengthening metropolitan governance in the City of Košice has been prepared on basis of these discussions, in accordance with Council of Europe standards.

A follow-up series of meetings will shortly take place to present the draft Policy advice to the Slovak authorities and collect feedback. The first meeting in the series will be an expert discussion which will take place on 20 January 2022, online. Further to these meetings, the feedback will be incorporated into the draft Policy advice before sharing it with the local authorities of Bratislava and Košice for a final round of assessments.

The activity is organised in the framework of the Council of Europe – European Union Join Project “Delivering Good Governance in Slovakia – II phase", in cooperation with the implementing partner – MESA10.
