Peer Review on Territorial Consolidation in Slovakia

At the request of the Slovak Government, the Council of Europe’s Centre of Expertise for Good Governance will organise a Peer Review on territorial consolidation and municipal amalgamation in Slovakia, on 25-27 January 2021, online.

Peers from Finland, Latvia, Republic of Moldova, the Netherlands, Ukraine and the United Kingdom will share their experiences of amalgamation reforms and discuss the options for Slovakia with the relevant stakeholders. In particular, the participants will exchange views on financial incentives to implement municipal amalgamation; possible side effects of municipal amalgamations; how to address the needs of national minorities; and how to communicate the reform to the public. Two Council of Europe experts will facilitate the meetings, presenting the wider European perspective and the Council of Europe standards on local government reforms.

The Peer Review Report with recommendations based on these discussions will be submitted to the Slovak Government for consideration.

The Peer Review is implemented in the framework of the Joint CoE-EU Project "Delivering Good Governance in Slovakia".
