Developing trainers’ competencies in Serbia

Ensuring that the competencies of trainers are kept updated and aligned with the needs of the trained staff is crucial to ensure a modern and efficient human resources management within local governments.

On 7 October 2022, a hybrid conference titled “Be the creator of your own excellence” was organised jointly by the National Academy for Public Administration (NAPA) and the Programme “Human Resources Management in Local Self-Government – Phase 2” of the Council of Europe.

Mr Dejan Miletić, Acting Director of NAPA, Mr Tobias Flessenkemper, Head of the Council of Europe Office in Belgrade, Ms Jasmina Benmansur, Assistant Minister, Ministry of Public Administration and Local Self-Government, and Ms Alina Tatarenko, Head of the Good Democratic Division of the Council of Europe addressed the audience and pointed out the importance of strengthening trainers’ competencies for the entire professional development system.

The conference was attended by 63 NAPA accredited trainers, which were divided in groups and involved in workshops aimed at exploring the different aspects related to personal, relational and functional competences.

NAPA also presented to the accredited trainers the new Competencies Framework, in line with the Methodology for monitoring development of trainers’ competencies, developed by the Programme.


The Programme “Human Resource Management in Local Self-Government – Phase 2” is jointly funded by the European Union and the Council of Europe and implemented by the Centre of Expertise for Good Governance in cooperation with the Ministry of Public Administration and Local Self-Government and the Standing Conference of Towns and Municipalities.
