Digital transformation should incorporate a human rights perspective

Patrick Penninckx, Head of the Information Society Department of the Council of Europe took part in the South Eastern European Dialogue on Internet Governance SEEDIG online conference on 22 September 2020. In his role of a living book he introduced participants to the work of the Council of Europe on digital transformation, internet governance, cooperation with companies and artificial intelligence. In particular he promoted the latest Committee of Ministers’ recommendations on responsibilities of internet intermediaries and on human rights impacts of algorithmic systems. Activities on privacy were presented by Sophie Kwasny, Head of the Data Protection Unit of the Council of Europe.

Held for the sixth consecutive year – this time in an online setting – the annual meeting of SEEDIG brought together a variety of stakeholders to discuss some of the most pressing Internet and digital policy issues from digitalisation and the digital economy, to online privacy and cybercrime.
