The Media and Information Literacy: for Human Rights and More Democracy project will make a contribution to increasing media and information literacy in Bosnia and Herzegovina, in line with Council of Europe and international standards, in particular in regard to the media literacy-related provisions of the Recommendation CM/Rec (2018)1 of the Committee of Ministers to member States on media pluralism and transparency of media ownership.

In more concrete terms, the project has two main objectives:

  • first, strengthening BiH key MIL stakeholders’ capacity to understand and contribute to the creation; subsequent implementation; and monitoring and evaluation of a strategic, state-wide MIL framework.
  • second, increasing awareness of MIL stakeholders of the importance and complexity of MIL in the specific context of BiH; and stakeholders’ capacities to create and promote MIL content.

The objectives of the project will be met through two main components planned between 2020 and 2022, namely:

  • Strengthening knowledge, skills and capacities of the CRA to advance European standards for regulation, self-regulation and co-regulation aimed at improving the performance of and trust in the media, including as part of an overall policy and strategic framework for Media and Information Literacy in BiH.
  • Developing research and creating specific MIL content, aimed at enhancing the awareness of MIL stakeholders of the importance and complexity of MIL, in particular in the context of BiH.

Research study on Media Habits of Adults in Bosnia and Herzegovina presented

On 27 October 2021, a webinar was organised during which key results and findings of the research study on ‘Media Habits of Adults in Bosnia and Herzegovina’ were presented and discussed.

The study presents key findings and marks the first comprehensive and statistically representative research and reporting on adults’ media habits and attitudes in Bosnia and Herzegovina (BiH).  
It provides with deep insights into how adults in BiH cope with the current rapid development of information and communication technology, and the complex and fast changing media ecosystem. Results have been interpreted in a wider sociodemographic context, and particularly reflecting the data for young adults (18-24), women, seniors (65+) and persons in the digital gap.

In a nutshell, some of the research findings identify the need for opening dialogues between broadcasting services and citizens in order to adequately respond to the media needs of the latter. Furthermore, the results address the need for education and awareness-raising campaigns especially among adults in the digital gap and women, in order to increase media and ICT literacy and particularly knowledge on how to choose credible sources of information and verify information.

In addition, the research also provides information on media and information-communication services BiH adults have access to, how much time they spend on them, which media content they watch/listen/follow/create, and to what extent they are able to critically analyse media content and IC technologies, while indicating the possibility to gain more skills and knowledge in this area.  

The results of this research help different stakeholders, such as media policy makers, media industry and NGOs, to identify groups in BiH society that need better digital inclusion, and serves as a basis for further exploring possible changes of the regulatory framework, and develop and undertake various media literacy and educational initiatives targeting different groups.

The research was produced within the framework of the Council of Europe action on Media and information literacy: for human rights and more democracy, within the framework of the Council of Europe Action Plan for Bosnia and Herzegovina 2018-2021, funded by Luxembourg and Norway.
