Seminar on Article 10 of ECHR in Konjic: Freedom of Expression in local courts of BiH 

If liberty means anything at all, it means the right to tell people what they do not want to hear. ”This  is the famous quote of George Orwell, used by Svjetlana Milišić-Veličkovski, the Judge of the Cantonal Court Sarajevo and JUFREX certified trainer on Article 10 ECHR, as an oppening line for the cascade training for judges and prosecutors, organised in partnership between the Council of Europe and the Center for Education of Judges and Prosecutors of FBiH. She spoke about principles and standards of Article 10 and its practical implementation in front of the courts of BiH. Katica Artuković, Judge of the Cantonal Court in Široki Brijeg, also JUFREX certified trainer, explored the issue of hate speech and the role of the media in a very interactive way. The participants, judges and prosecutors took an active role in the discussions and working groups. 

The seminar was organised within the framework of the joint program of EU/Council of Europe, “Reinforcing Judicial Expertise on Freedom of Expression and Freedom of the Media in South East Europe” (JUFREX). On the second day of the seminar, the trainers were Amir Kapetanović, the Judge of the County Court in Banja Luka, and the international expert Arayik Ghazarayan. They focused on the case law of the domestic courts and the case law of the European Court of Human Rights in regards to Freedom of Expression.
