Round Table on the revised and updated Monitoring Methodology of the Coordinating Council of Audiovisual

A round table discussion was hold on the 14th of June in Chisinau on the revised monitoring methodology for the Coordinating Council of the Audiovisual (CCA), the regulatory Authority of the Republic of Moldova. This document was drafted by the independent Council of Europe expert Rast’o Kuzel in co-operation with the CCA. The document presents a methodology for monitoring the Moldovan broadcast media for compliance with various legal obligations, notably the Constitution of Moldova, the Law on Freedom of Expression, the Audiovisual Code, the Law on Access to Information, the Election Code, and various decisions of the CCA. The document represents an update on the existing media monitoring methodology. 40 participants were present among which broadcasters who underlined the necessity of a clear understanding of monitoring rules during electoral campaigns and elections with a view of forthcoming elections.

The experts provided in depth understanding of monitoring practices and practical examples from other countries. The openness of the regulatory authorities to publish the revised methodology was particularly appreciated and will constitute the basis of a transparent and fair discussion among stakeholders.
