Mission to Yerevan focusing on the role of Ombudsman and NGOs in the execution of ECHR judgments

On 26 June, within the framework of a mission to Yerevan, representatives of the Execution Department had a meeting with the Armenian Human Rights Defender (Ombudsman) and his team, as well as with national NGOs.

The purpose of the meeting was to raise the awareness of the Ombudsman Office and of NGOs about Rule 9 communications regarding the Armenian cases whose execution is supervised by the Committee of Ministers.

During the meeting presentations were made on the procedure and purposes of Rule 9 communications, as well as on the major pending cases on which such communications may be submitted.

As regards possible further capacity-building measures, it was agreed that it would be useful to create a toolkit for national NGOs and the Office of the Ombudsman on the Rules and working methods of the Committee of Ministers, including a translation into Armenian and dissemination of the manual on Rule 9 communications prepared by the European Implementation Network.
