The Contrôleur général des lieux de privation de liberté (CGLPL) submitted to the Committee of Ministers a communication, in the Duval case, relating to the security arrangements implemented during the medical transfer of detainees, including during consultations.
This case concerns the European Court's finding in 2011 of degrading treatment resulting from the disproportionate nature of the security measures applied to the applicant, who was detained, during medical transfer in 2004 and 2005 - in particular the use of handcuffs and shackles combined with the presence of at least one escort officer during medical procedures.
