On 4 October, the Execution Department and the Registry of the European Court of Human Rights met in Strasbourg with national and international experts and a representative of the Government Agent of Ukraine and discussed issues related to the execution by Ukraine of Zelenchuk and Tsytsyura. This judgment was delivered by the Strasbourg Court in May 2019 and concerns the agricultural land moratorium in Ukraine and violation of the applicants’ land ownership rights.
Participants analysed other countries’ practice concerning limitations on property rights, including rent-control cases, and identified next possible steps by the Ukrainian authorities to ensure full implementation of the above judgment.
An initial action plan is expected to be submitted by Ukraine to the Committee of Ministers by 15 October 2019.
