Finland ratified the Revised European Social Charter on 21/06/2002, accepting 88 of the 98 paragraphs of the Revised Charter.

It ratified the Additional Protocol providing for a system of Collective Complaints on 17/07/1998. Finland has made a declaration enabling national NGOs to submit collective complaints.

Finland ratified the European Social Charter and the Additional Protocol to the Charter on 29/04/1991. It ratified the Amending Protocol to the Charter on 18/08/1994.

Collective complaints procedure

Finland ratified the Additional Protocol providing for a system of Collective Complaints on 17/07/1998. It has made a declaration enabling national NGOs to submit collective complaints.

Back No. 139/2016 Central Union for Child Welfare (CUCW) v. Finland

The complaint was registered on 14 November 2016. Its concern Articles 16 (right of the family to social, legal and economic protection), 17 (right of children and young persons to social, legal and economic protection), and 27 (right of workers with family responsibilities to equal opportunities and equal treatment), read alone or in conjunction with Article E (non discrimination) of the Revised Charter. The complainant organisation alleges that Finland has, through the amendment of the Act on Early Childhood Education and Care that entered into force on 1 August 2016, violated the above mentioned provisions.
