Publication of the Report on needs assessment in the field of social rights in Ukraine

The Report on needs assessment in the field of social rights in Ukraine has been prepared following an assessment mission to Kyiv, Ukraine in December 2018, carried out in the framework of the Council of Europe project "Framing cooperation for social rights development in Ukraine".

The aim of the report is to take stock of the current situation in Ukraine regarding protection of social rights vis-à-vis provisions of the European Social Charter (ESC), identify the priority areas and the needs for further support.

The report provides an analysis of the findings covering five priority areas, in particular: the rights of persons with disabilities vis-à-vis Article 15 of the ESC, the rights of the elderly vis-à-vis Article 23 of the ESC, the rights of children vis-à-vis Articles 7 and 17 of the ESC, the right to protection against poverty and social exclusion vis-à-vis Article 30 of the ESC and the right to benefit from any measures enabling to enjoy the highest possible standard of health attainable and the right to social and medical assistance vis-à-vis Articles 11 and 13 of the ESC. It further provides conclusions and recommendations for follow-up actions to be taken to address the shortcomings in law and in practice for the protection and promotion of social rights in Ukraine.
