Improving the quality of Georgia's national reports submitted to the European Committee of Social Rights (ECSR) is one of the objectives of the Council of Europe Project “Further Enhancement of Social and Economic Rights in Georgia.” To this end, a workshop was organised in Borjomi (Georgia) on 16 and17 December 2024, in cooperation with the Ministry of Internally Displaced Persons from the Occupied Territories, Labour, Health, and Social Affairs of Georgia.
The workshop aimed to strengthen the capacity of national authorities concerned to prepare a more accurate and effective report on the implementation of the European Social Charter. With the participation of representatives from eight national authorities, the workshop also fostered a deeper understanding of the recent reforms of the Charter monitoring system, which is crucial for meeting the requirement of the reporting.
Key to the success of the workshop was the expert guidance provided by Karin Lukas, former president and long-standing member of the ECSR. Her feedback helped to refine the draft report, enabling participants to better align the content with the expectations of the ECSR. By focusing on data collection, analysis and targeted questions raised by the ECSR, participants were able to critically assess and improve the draft national report, ensuring that it would meet the required standards for submission.
Finally, the workshop significantly strengthened participants' skills in evidence-based reporting, enabling them to present more accurate and comprehensive data. These capacity-building efforts not only improved the quality of the national report, but also strengthened Georgia's commitment to improving the protection of social rights in line with the European Social Charter. Ultimately, this work contributes to more effective monitoring of social rights and greater accountability in the implementation of social policies in Georgia.
