Following the aggression of the Russian Federation against Ukraine, the Committee of Ministers adopted a Resolution CM/Res(2022)2 on the cessation of the membership of the Russian Federation to the Council of Europe, as from 16 March 2022 (link).

Furthermore, on 23 March 2022, the Committee of Ministers adopted a Resolution CM/Res(2022)3 on legal and financial consequences of the cessation of membership of the Russian Federation in the Council of Europe (link). Under the provision of point 5 of the CM Resolution, the Russian Federation ceases to be a member of the Co-operation Group for the Prevention of, Protection Against, and Organisation of Relief in Major Natural and Technological Disasters (EUR-OPA Major Hazards Agreement).
