People at the heart of Disaster Risk Reduction

“The EUR-OPA Major Hazards Agreement works in particular to develop resilience to major hazards of vulnerable groups such as migrants, asylum seekers, refugees and persons with disabilities, in order to leave no one behind” stated Claudia Luciani, Director of the Council of Europe Democratic Governance Directorate, addressing the European Forum for Disaster Risk Reduction (EFDRR), on 27 March 2017 in Istanbul.

“In line with the people-centred approach emphasised in the Sendai Framework, EUR-OPA supports projects encouraging their inclusion in the preparation of emergency and evacuation plans as a political, ethical and social duty for a democratic society” she added.

Claudia Luciani also reminded about the Council of Europe’s engagement in transforming the commitment of governments and stakeholders made in Sendai during the Third UN World Conference on Disaster Risk Reduction into local and national action. Co-organised by EUR-OPA, UNISDR and the European Commission, the 2017 EFDRR gathered more than 500 high level representatives from several countries, international organisations, NGOs, academics and other stakeholders working in this field. On 28 March, a Technical Session on Migration, Disaster Risk Reduction and Resilience, was co-ordinated by EUR-OPA Secretariat. The outcomes of the EFDRR and technical sessions will be presented to the Global Platform in Cancun on 22-26 May.
