Starting 27 June, the draft version of the up-dated Recommendation (2004)11 on legal, operational and technical standards for e-voting will be sent for electronic consultation to Member States, Observers and International Experts. Based on the decision of the Ad hoc Committee of Experts on legal, operational and technical standards for e-voting (CAHVE), the up-dated recommendation will maintain core aspects of e-voting, while specific requirements for each e-voting method are compiled in guidelines.

The draft document, which will be presented for electronic consultation from 27 June to 15 August, was prepared by a group of independent legal and technical experts under the supervision of Council of Europe. Following the virtual discussion a final draft of the recommendation and the guidelines will be presented for approval to the second CAHVE plenary meeting 3-4 November 2016 in Strasbourg. The updated recommendation and guidelines should be finalized and submitted to the Committee of Ministers in early 2017.
