Call for piloting the Council of Europe toolkit “Participation of young women and girls from disadvantaged groups in political and public decision-making processes at local level”

The Council of Europe projects "Supporting the transparency, inclusiveness and integrity of electoral practice in Ukraine" and “Strengthening civil participation in democratic decision making in Ukraine” launch the registration to participate in the Council of Europe programme “Participation of young women and girls from disadvantaged groups in political and public decision-making processes at local level” for self-governance bodies and NGOs carrying out activities aimed at promotion of equal rights and opportunities for young women and girls in political and public decision-making processes in their communities.

In the selected pilot communities, Council of Europe experts and trainers will support local authorities and NGOs to implement a training programme based on the toolkit “Participation of young women and girls from disadvantaged groups in political and public decision-making processes at local level”.

The goal of the training is to deepen the knowledge of young women and girls from disadvantaged groups about human rights, gender equality and the system of local self-governance, as well as to develop skills necessary for their further active engagement in public and political life of their communities. The training includes modules on effective communication, interpersonal communication, teamwork, leadership skills and basic concepts of public, political and electoral processes. The programme will also facilitate the development and implementation of participants' projects with the support of local self-governance bodies and NGOs in the pilot communities.

The call to communities for participation in the respective training programme is currently underway.

After the selection of the pilot communities where the training programme will be implemented, the participants of the training – young women and girls from disadvantaged groups living in the community – will be selected together by Council of Europe and the community representatives (local self-governance bodies, NGOs). A training cycle will consist of 8 modules, lasting one day each, and will take place in the period from 15 September to 30 October 2021. The training programme will be implemented in both online and offline formats through interactive online training modules, practical individual and group tasks, online/offline seminars and sessions with Council of Europe national experts and trainers.

All local self-governance bodies and local NGOs, implementing or planning to implement projects and activities aimed at ensuring the rights and strengthening the capacity of young women and girls to participate in public and political decision-making processes at local level, can apply for this call.

Applications for this call for participation shall be submitted till 30 July 2021 included.

The results of this call and confirmation of participation in the pilot training programme will be sent by 16 August 2021 included.
