The toolkit on “Countering Misuse of Administrative Resources during Electoral Processes” is presented to electoral stakeholders

On 15 December, an online presentation was held to continue discussions on the topic and present to electoral stakeholders the toolkit – “Countering Misuse of Administrative Resources during Electoral Processes” (+ Georgian version). Chairperson of the Georgia Central Election Commission, Mr Giorgi Kalandarishvili, Deputy Head of Elections and Participatory Democracy Division at the Council of Europe, Mr Franck Daeschler and Legal advisor at the Venice Commission, Mr Gael Martin-Micallef, delivered opening remarks, stressing the importance to effectively tackle this widespread issue undermining the electoral processes in many countries. During the discussion, electoral stakeholders exchanged views on effective mechanisms necessary for preventing and countering misuse of administrative resources in elections.

The toolkit serves as a methodological practical guideline for the Council of Europe member States aiming at preventing and countering misuse of administrative resources in elections. The toolkit was developed in cooperation with the Venice Commission and the Georgian Central Election Commission. The methodological guideline is based on the Council of Europe acquis and good practices, as well as experience and practical examples from Ukraine, Moldova and other member States. The toolkit is now also available in Georgian language, which ensures broader access to the materials. 

The presentation is organised and the toolkit is developed within the framework of the Council of Europe Project “Supporting Transparency, Inclusiveness and Integrity of Electoral Practice and Process in Georgia”.
