E-registers’ use in the electoral process in Ukraine and ways for improvement – results of the study published

In the time of new technologies and digitalization of various spheres of public life, the use of e-registers is becoming more and more frequent, and the e-registers themselves evolve on an ongoing basis. Their use in the electoral process is not an exception.

At the end of the 20th century, the Unified information and analytical system “Elections” (EIAS “Elections”) was developed and introduced in Ukraine. Given the absence of a unified state registry of individuals, the Central Election Commission of Ukraine also developed and introduced the State Registry of Voters in operation since 2009. In recent years, a significant number of other Ukrainian state bodies’ e-registers were introduced.

One of the main issues today is not only to improve the functioning of existing e-registers, but to harmonize them with each other for a more timely, complete and reliable exchange of necessary information with the purpose of achieving a more efficient organisation of the electoral process in Ukraine.

Therefore, the Council of Europe commissioned the study "E-registers’* use in the electoral process in Ukraine and ways for improvement" upon the request of the Central Election Commission of Ukraine. The study was conducted by Andriy Magera, a lawyer and former Deputy Chair of the Central Election Commission of Ukraine, provides a thorough analysis of the current situation and perspectives for the use of the EIAS "Elections" and the State Registry of Voters, as well as outlining the need and possible interaction of the given e-registers with other electronic state registers during the electoral process. This research can be useful for election experts and practitioners, as well as researchers.
