Cybercrime@EaP 2018: Meeting on further capacity building on cybercrime in the Eastern Partnership region

Cybercrime and other cyber-enabled offences involving electronic evidence remain major challenges for societies of the Eastern Partnership region. Attacks against and by means of ICT emanating from those countries are of concern to other geographical areas including the EU Member States. These crimes consist, inter alia, of the theft of personal data, fraud and other types of financial crime, distributed denial of service attacks or website defacements against media, civil society, individuals or public institutions, as well as attacks against critical infrastructure and others. In this regard, cooperation at all levels is essential.

Despite the progress achieved throughout capacity building efforts of the Council of Europe throughout the years, it is still important to engage project teams and partners in discussion on relevance, impact and sustainability of regional capacity building activities, and to agree on priority needs to be addressed through these efforts.

To this end, the Meeting on further capacity building was held on 12 October 2018 in Bucharest, Romania, designed as a brainstorming session for key institutions in Eastern Partnership countries to identify objectives, outcomes, expected results of capacity building activities in the three years starting January 2019, serving also as a continuation of initial discussions during the Steering Committee meeting of the Cybercrime@EaP 2018 Project of 4 June 2018.

The meeting has proven to be a highly interactive exercise, giving the much needed opportunity to the country teams of the EaP to agree on and discuss any possible long-term capacity building efforts, based on good understanding of the problems and challenges in the EaP region.
