CyberSouth: Basic Judicial Training on cybercrime and electronic evidence in Algeria

Under the framework of CyberSouth project, the Council of Europe in partnership with the Ministry of Justice in Algeria organised a basic judicial training on cybercrime and electronic evidence that took place on 23 - 27 September 2018 in Algiers, Algeria. The training was delivered to magistrates, judges, prosecutors from various county’s (wilaya) with the support from the Ministry of Defence and Ministry of Interior The aim of this activity was to train magistrates based on international standards on cybercrime and electronic evidence and create a pool of trainers to be later used for domestic training activities.

The opening session was addressed by the representatives from the Ministry of Justice and the European Union delegation, who underlined the importance of the project and the partnership with the Council of Europe. The four-and-a-half-day training touched upon legislative aspects of cybercrime and electronic evidence providing the participants with the information about how to deal with cybercrime offences, instruments for cybercrime investigations/prosecutions and the channels and instruments for international cooperation. The activity lead to the conclusion that the Algerian legislation on cybercrime is largely in line with the Budapest Convention and thus has full capacity to become a partner for the international community fighting against cybercrime if Algeria decides to join this international treaty.

CyberSouth project will support Algerian authorities in their efforts to increase the capabilities to fight against cybercrime, and therefore an advanced version of the judicial training for the consolidation of the pool of Algerians trainers will be organised in December 2018.
