Octopus project – CYBERKOP action: Domestic training for First Responders to online child sexual exploitation and abuse cases (OCSEA)

The CYBERKOP Action of the Octopus Project, in cooperation with the European Union Rule of Law Mission in Kosovo (EULEX), supported the Cybercrime Directorate of the Kosovo Police in equipping police officers who are first responders to cases of online child sexual exploitation and abuse (OCSEA) with basic skills to handle the initial steps and measures in such investigations.

The training brought together officers from various police departments responsible for investigating cybercrime, domestic violence, juvenile delinquency, and offences against life and safety, who also serve as first responders, and introduced them to key OCSEA concepts, trends, tools and specific investigative techniques.

Participants gained practical understanding of a victim-centered approach, the psychological effects of such crimes, trauma responses and the appropriate treatment of victims. They also learned how to manage reports from the National Center for Missing and Exploited Children (NCMEC) and techniques for gathering electronic evidence.

Following this initial activity, the CYBERKOP Action will continue to support the Kosovo Police with specialised training to provide investigators with the additional skills necessary for conducting complex investigations into online child sexual exploitation and abuse and related electronic evidence.
