The 24-month project was the re-designed continuation of previous prison reform activities within the framework of the US/CoE voluntary contribution project on „Enhancing recruitment procedures and training of staff for the State prison of Bosnia and Herzegovina”. Its overall objective was to contribute to further alignment of penitentiary institutions across the country’s prison jurisdictions with the European and international standards. The two project components focused on ensuring that security procedures and treatment of prisoners in selected prisons incorporate human rights and public safety aspects and were performed in accordance with the best practices as set out in the existing training manual/operational procedures and on improving prison management skills and practice in selected prisons, in line with the European standards and best practices.

The project implementing partners were the Ministries of Justice in Bosnia and Herzegovina (Bosnia and Herzegovina, Federation of Bosnia and Herzegovina and Republika Srpska). Target groups were the staff of the Departments for Execution of Criminal Sanctions of the Ministries of Justice, its policy makers, and staff of the individual prison establishments.

Main activities included expert consultations, working sessions, train the trainers and cascade sessions, study visits, translation, publication and dissemination of documents.

The 24-month second phase of the project finished in June 2016 (1st phase from Dec 2011 – Nov 2013). Its overall budget was 1,100,088 USD (851,468 EUR) funded by the Government of the United States of America, through the U.S. Department of State’s Bureau for International Narcotics and Law Enforcement Affairs (INL).
