The meeting was the first of its kind at the Council of Europe with 25 members of the Committee physically attending; the rest participating via video conference.

During this plenary session, the Committee adopted the reports on its periodic visits to Armenia (December 2019), France (December 2019), North Macedonia (December 2019) and the Republic of Moldova (January/February 2020) as well as reports on its ad hoc visits to Greece (March 2020) and Portugal (December 2019). These reports will be transmitted in due course to the respective authorities. In accordance with Article 11, paragraph 2, of the CPT Convention, the CPT’s reports and the government responses are published only at the request of the authorities (on a case-by-case basis or through a so-called "automatic publication procedure").

The CPT also discussed future visits and how they could best be carried out in the context of the ongoing COVID-19 pandemic.
