The purpose of the visit was to examine the treatment and conditions of detention of persons who have been detained in connection with the recent military coup attempt. To this end, the delegation interviewed in private several hundred persons in various prisons and police establishments in the Ankara, Istanbul and Izmir areas.
 
On the occasion of the visit, the delegation also raised with the relevant authorities certain issues related to the situation of Abdullah Öcalan and other prisoners currently held at Imralı F-type High-Security Prison.
 
In the course of the visit, the delegation held consultations with Süleyman Soylu, Minister of the Interior, Bekir Bozdağ, Minister of Justice, Sebahattin Öztürk, Deputy Minister of the Interior, Mükerrem Ünlüer, Deputy Undersecretary of the Ministry of the Interior, Celalettin Lekesiz, Director General of the Turkish National Police, and Enis Yavuz Yıldırım, Director General of Prisons and Detention Houses, as well as with other senior officials of the Ministries of the Interior, Justice and Foreign Affairs. Discussions were also held with Hikmet Tülen, President of the National Human Rights and Equality Institution, in his capacity as Head of the National Preventive Mechanism set up under the Optional Protocol to the United Nations Convention against Torture (OPCAT). In addition, the delegation met representatives of non-governmental organisations active in areas of concern to the CPT.

The visit was carried out by the following members of the CPT: Mykola Gnatovskyy (President of the CPT and Head of Delegation), Djordje Alempijević, Julia Kozma and Davor Strinović.
 
They were supported by Michael Neurauter (Head of Division) and Elvin Aliyev of the CPT’s Secretariat.

Police establishments

• Ankara Police Headquarters (Anti-Terror Department, Law and Order Department, Organised Crime Department, temporary detention facility at Başkent Volleyball Hall)
• Gölbaşi District Police Headquarters

Prisons

• Ankara-Sincan Prison Campus (F-type Prisons Nos. 1 and 2 ; L-type Prisons Nos. 1 and 2 ; Closed Prison for Women)
• Istanbul-Silivri Prison Campus (Prisons Nos. 3, 4, 7 and 8 ; High-Security Closed Prison)
• Izmir F-type Prison No. 1.

 The CPT’s report on the visit will be transmitted to the Turkish authorities in November 2016.
