Ensuring Sustainable Democratic Governance and Human Rights in the Southern Mediterranean

Palestine* joined the South Programme framework in 2017. So far, the SNAC Project provided support to the Palestinian authorities in the promotion of good governance and prevention of corruption and money laundering in line with European and international standards, mainly through capacity-building activities.

Within the scope of the SNAC 3 Project, the Council of Europe will undertake an assessment of corruption risks in the justice sector. By means of this assessment, the Council of Europe will produce country specific recommendations for national policy makers to tackle identified corruption vulnerabilities in the judiciary.

The Palestinian anti-corruption authorities will also benefit from a range of joint capacity building activities with their Jordanian counterparts on asset recovery, financial investigations into proceeds of crimes, detection of suspicious transactions related to PEPs and corruption and corruption risk assessment methodology.

Scoping mission to Ramallah to launch a risk assessment in the Palestinian judiciary

On 16-17 December 2018, the South Neighbourhood Anti-Corruption Project (SNAC 3) held an on-site visit to Ramallah in order to initiate an assessment process examining corruption risks in the Palestinian judiciary. During the visit, the Project team conducted bilateral meetings with actors of the Palestinian justice system, including members of the judiciary, attorney general’s office, bar association, Palestinian Anti-corruption Commission as well as representatives of the civil society. The discussions held during these meetings provided the Project team with first-hand information on the Palestinian legal system, which will be further used in subsequent stages of the risk assessment.
