Moldova enacts strategic measures to prevent corruption in the health sector with support of CLEP Project

The Anti-Corruption Action Plan for the Health sector in Moldova has been adopted and published in the Official Gazette on 9 October 2018. The development of this document was substantively supported by the CLEP Project throughout March-July 2018.

Joint work with the Ministry of Health, Labour and Social Welfare was held in the framework of working group meetings aimed to discuss the planned actions with all healthcare institutions and the National Anti-Corruption Centre. The Department of Policy Analysis, Monitoring and Evaluation of the Ministry collected written feedback from all institutions, which were consequently discussed in a final consultations round in July 2018. The Action Plan foresees actions in the areas of transparency, integrity monitoring (with a focus on the deontological code for health professionals) and corruption risks management. In addition, it envisages actions to encourage citizens to report corruption acts. Ethics and disciplinary commissions as well as a permanent system of patients’ feedback monitoring are among the concrete actions which will be undertaken.
