A two-day Training-of-Trainers workshop on Ethics for Azerbaijani government agencies took place in Baku on 3-4 December 2015. The workshop, organized in co-operation with Azerbaijan’s Civil Service Commission, brought together around 20 persons representing 13 government agencies in order to build their capacity to act as ethics trainers in their respective bodies. The participants learned about content development with focus on ethics, training methods, and trainer’s techniques and tools. Working in groups, the participants discussed their views on issues such as training curricula and content design, and had also considered cases involving ethical dilemmas in public service. The training was part of the CoE’s on-going support to strengthening training capacities of the Commission for Combating Corruption and the Civil Service Commission.
