Strengthening the integrity framework for the top public officials in Montenegro

Within CoE/EU’s Horizontal Facility for Western Balkans and Turkey Phase II – Action against Economic Crime in Montenegro (HFII-AEC-MNE), the “Training of trainers on ethics and prevention of conflict of interests for top executive officials” took place in Kolasin, on 26-27 November 2020.

The aim of the training was to prepare representatives of the Agency for Prevention of Corruption and General Secretariat of the Government of Montenegro for training of top executive public officials in the Montenegrin Government on practical application of existing legal rules in the area of ethics, prevention of conflict of interests, asset declarations and lobbying.

In addition, the participants took the opportunity to discuss the proposal of the “Code of Ethics for Top Public Officials” and to agree upon the steps to be taken for adoption of this document by the Government of Montenegro. Adoption of the Code of Ethics would reinforce the integrity framework for the public officials in top executive positions in Montenegro and prepare the country for the Fifth Evaluation round of GRECO.

The Action team will continue to further support the adoption of the “Code of Ethics for Top Public Officials”.
