At the request of the Ministry of Justice, PECK II Project supported discussions related to the drafting of internal Regulation for Receiving and Treating Whistleblowing cases in the public sector which took place on 20 and 21 May 2019. Participants representing the inter-ministerial Working Group mandated to draft the regulation discussed with the Council of Europe expert the good comparative practices regarding the functioning of the whistleblowing mechanism for the public sector. Focus was placed on the mandate of responsible officials who will be treating whistleblowing cases, investigations, protection of confidentiality as well as protection of whistleblowers. Various technical and operational issues reflecting the context of Kosovo* were noted as potential difficulties requiring further advise from the Project.
