As of 2019, the Albanian High Inspectorate on Declaration and Audit of Assets (HIDAACI) will be able to receive and process electronic asset declarations thanks to the support of the CoE/EU Horizontal Facility Action against Economic Crime in Albania (HF-AEC-AL). The AEC-AL has been working with HIDAACI since 2016 on strengthening capacities related to verification of asset declarations. The procurement of the hardware to enable the functioning of the e-declarations system under the HF-AEC-AL is another step in this direction and should result in greater level of scrutiny of public officials in the country. The IT solution, specifically developed under the HF-AEC-AL based on HIDAACI needs, will be complemented with an e-declaration software solution provided by the USAID’s Transparency in Health Engagement Project. Together, the two segments should enable HIDAACI to perform its asset declaration tasks with greater efficiency, depth, and quality.
