Back 4th Project Steering Committee Meeting

The fourth steering committee meeting which met in an extended format aimed at discussing the progress of project implementation and achieved results, and reviewing and agreeing on the implementation modalities and the worksplan for October-December 2018. It was attended by representatives of the project beneficiary institutions: federal, public and regional ombudspersons from the project’s 15 pilot regions, as well as representatives of the Ministry of Economic Development, Ministry of Labour and Social Protection, Ministry of Foreign Affairs, Analytical Centre for the Government of the Russian Federation along with the donor representatives (Grand Duchy of Luxembourg and Norway). Opening speeches were delivered by Federal Ombudsperson for the Protection of the Rights of Entrepreneurs, Mr Boris Titov, Director of the Office of the Directorate General of Programmes of the Council of Europe, Ms Verena Taylor and other high-level participants.

All Steering Committee members gave very positive assessment of the progress of project implementation and the results achieved to date. They also underlined the usefulness and high quality of the project deliverables, and expressed full support and readiness to contribute to future planned activities.

The project activities in the last quarter of 2018 will be focused on identifying potential models of anonymous reporting of corruption by entrepreneurs; analysing corruption factors and trends in public services provided to business entities; strengthening legislative frameworks regulating conflict of interest and procurement processes at federal and municipal levels in line with applicable international standards and good practices; conducting trainings on good governance practices to prevent corruption in public procurement processes, and risk-based approach to inspections.
