Das zweite Protokoll zur Änderung des Übereinkommens spiegelt die gesellschaftliche Entwicklung wider und ergänzt den ursprünglichen Wortlaut um drei neue Fälle, in denen eine Person ihre ursprüngliche Staatsangehörigkeit behalten kann. Es handelt sich um Wanderarbeitnehmer der zweiten Generation, Ehegatten mit unterschiedlicher Staatsangehörigkeit und minderjährige Kinder, deren Eltern verschiedene Staatsangehörigkeit haben.
