In accordance with Article 25 of the Convention, the Russian Federation recognises the competence of the European Commission of Human Rights to receive petitions from any person, non-governmental organisation or group of individuals claiming to be the victim of a violation by the Russian Federation of the rights set forth in the Convention and the aforementioned Protocols thereto (*), where the alleged violation has taken place after the entry into force of these instruments in respect of the Russian Federation.
In accordance with Article 46 of the Convention [see Article 34 of the Convention since the entry into force of Protocol No. 11], the Russian Federation recognises as compulsory ipso facto and without special agreement the jurisdiction of the European Court of Human Rights in all matters concerning the interpretation and application of the Convention and its Protocols in the event of an alleged violation by the Russian Federation of the provisions of these instruments, where the alleged violation has taken place after their entry into force in respect of the Russian Federation.
