Declarations from the Minister for Foreign Affairs of Norway, dated 27 September 1988, handed to the Secretary General at the time of deposit of the instrument of ratification, on 25 October 1988 – Or. Engl.

On behalf of the Kingdom of Norway, I hereby declare that, in accordance with Article 7.2 of Protocol No. 7 to the Convention for the Protection of Human Rights and Fundamental freedoms, opened for signature in Strasbourg on 22 November 1984 [Article 7 of the Protocol since the entry into force of Protocol No. 11], the Government of Norway recognizes, for a period until 28 June 1992, the competence of the European Commission for Human Rights as provided for in Article 25 of the Convention for the Protection of Human Rights and Fundamental freedoms, to receive applications addressed to the Secretary General of the Council of Europe from any person, non-governmental organisation or group of individuals claiming to be the victim of a violation by Norway of the rights set forth in the above-mentioned Protocol to the Convention.

On behalf of the Kingdom of Norway, I hereby declare that, in accordance with Article 7.2 of Protocol No. 7 to the Convention for the Protection of Human Rights and Fundamental freedoms, opened for signature in Strasbourg on 22 November 1984 [Article 7 of the Protocol since the entry into force of Protocol No. 11], the Government of Norway recognizes, for a period until 28 June 1992, the competence of the European Commission for Human Rights as provided for in Article 46 of the Convention for the Protection of Human Rights and Fundamental freedoms [see Article 34 of the Convention since the entry into force of Protocol No. 11], the Government of Norway recognizes, for a period until 28 June 1992, and on condition of reciprocity in respect of any other Contracting Party, as compulsory ipso facto and without special agreement the jurisdiction of the European Court of Human Rights in all matters concerning the interpretation and application of Articles 1 to 5 of the above-mentioned Protocol to the Convention.
