The Italian Republic declares that Articles 2 to 4 of the Protocol apply only to offences, procedures and decisions qualified as criminal by Italian law.

The Italian Government, in accordance with the provisions of paragraph 2 of Article 7 of Protocol No. 7 to the Convention for the Protection of Human Rights and Fundamental Freedoms signed in Strasbourg on 22 November 1984 [Article 7 of the Protocol since the entry into force of Protocol No. 11], declares that it recognises for the period between 1 January 1997 and 31 December 1999:

a) the competence of the European Commission of Human Rights to receive petitions presented by any person, non-governmental organisation or group of individuals claiming, as the result of an act, decision or event after the date of 31 December 1996, to be the victim of a violation of the rights set forth in Protocol No. 7 to the Convention (Article 25 of the Convention).
b) as compulsory ipso facto and without special agreement, on condition of reciprocity, the jurisdiction of the European Court of Human Rights in all matters concerning the interpretation and application of Protocol No. 7 to the Convention.
