Declaration made at the time of signature, on 6 October 1988, and confirmed at the time of deposit of the instrument of ratification, on 3 October 1989 - Or. Engl.

The Government of the Republic of Cyprus adopts the position that, according to a proper interpretation of the provisions of Article 4 of the Protocol, they are not applicable to aliens unlawfully in the Republic of Cyprus as a result of the situation created by the continuing invasion and military occupation of part of the territory of the Republic of Cyprus by Turkey.

I have the honor to declare, in accordance with Article 6.2 of Protocol NO. 4 to the Convention for the Protection of Human Rights and Fundamental Freedoms, signed in Strasbourg on 16 September 1963 [Article 6 of the Protocol since the entry info force of Protocol No 11], that the Government of Cyprus recognises for the period from 1 August 1992 to 31 July 1995, the competence of the European Commission of Human Rights to receive petitions by any person, non gouvernmental organisation or group of individuals claiming, in relation to any act or decision occurring or any facts or events arising subsequently to 31 July 1992, to be the victim of a violation of the rights set forth in Protocol No. 4 to the Convention.

I have the honor to declare, in accordance with Article 6.2 of Protocol NO. 4 to the Convention for the Protection of Human Rights and Fundamental Freedoms, signed in Strasbourg on 16 September 1963 [Article 6 of the Protocol since the entry info force of Protocol No 11], that the Government of Cyprus recognises for the period from 1 August 1992 to 31 July 1995, as compulsory ipso facto and without special agreement, on condition of reciprocity, the juridisction of the European Court of Human Rights in all matters which concern the application and interpretation of Protocol No. 4 to the Convention.
