Declarations from the Minister for Foreign Affairs of Bulgaria, dated 25 August 1992, handed over to the Secretary General at the time of deposit of the instrument of ratification, on 7 September 1992 - Or. Fr./Bulg.

On behalf of the Government of the Republic of Bulgaria, I hereby declare that the Republic of Bulgaria, in accordance with Article 25, paragraphs 1 and 2, of the Convention for the Protection of Human Rights and Fundamental Freedoms, recognises the competence of the European Commission of Human Rights to receive petitions from any person, non-governmental organisation or group of individuals relating to any fact occurring after the present declaration comes into force.

On behalf of the Government of the Republic of Bulgaria, I hereby declare that the Republic of Bulgaria, in accordance with Article 46 of the Convention for the Protection of Human Rights and Fundamental Freedoms[see Article 34 of the Convention since the entry into force of Protocol No. 11], recognises as compulsory ipso facto and without special agreement the jurisdiction of the European Court of Human Rights in all matters arising from or based on facts occurring after the present declaration comes into force, and which concern the application and interpretation of the said Convention.

The present declarations shall remain valid for a period of three years. They shall remain in force for each successive period of three years, unless the Republic of Bulgaria withdraws them at least six months before the expiry of the period of three years current at the time.
