The Government of the Principality of Andorra, while resolutely committing itself not to provide or authorise any derogation from obligations assumed, believes that it is necessary to emphasise that the fact that it forms a State with limited territorial dimensions requires it to pay special attention to problems of residence, work and other social measures in respect of foreigners, even if these questions are not covered by the Convention for the Protection of Human Rights and Fundamental Freedoms.

The Government of the Principality of Andorra declares, in accordance with Article 25, paragraphs 1 and 2, of the Convention for the Protection of Human Rights and Fundamental Freedoms, that it recognises the competence of the Commission to receive petitions submitted to the Secretary General of the Council of Europe by any person, non governmental organisation or group of individuals claiming to be the victim of a violation of the rights set forth in that Convention after the entry into force of the said Convention in respect of the Principality of Andorra.

The present declaration shall be valid for a period of three years from the date of its deposit with the Secretary General of the Council of Europe and shall in no case be renewed tacitly.

The Government of the Principality of Andorra declares, in accordance with Article 46, paragraphs 1 and 2, of the Convention for the Protection of Human Rights and Fundamental Freedoms [see Article 34 of the Convention since the entry into force of Protocol No. 11], that it recognises as compulsory ipso facto and without special agreement, the jurisdiction of the European Court of Human Rights in all matters concerning the interpretation and application of the said Convention raised after the entry into force of the said Convention in respect of the Principality of Andorra.

The present declaration shall be valid for a period of three years from the date of its deposit with the Secretary General of the Council of Europe and shall in no case be renewed tacitly.
