Regionalisation is the process of transferring power from the central government to the regions, for a better application of the subsidiarity principle, within the framework of national or federal solidarity. It includes the establishment, enlargement or empowerment of authorities and the transfer of competences and responsibilities to the regions.

The Governance Committee and the Chamber of regions of the Congress are responsible for legal and political issues regarding to regionalisation in the Council of Europe member States. They examine in particular the developments regarding the institutional and administrative organisation of regions, their competences and financial autonomy.

Congress co-rapporteur addresses Committee on Serbia in Brussels

On 18 June 2019, Lucia Kroon (Netherlands, L, EPP/CCE), Congress co-rapporteur on local and regional democracy in Serbia, participated in the meeting of the Joint Consultative Committee on Serbia organised by the European Committee of the Regions in Brussels on the eve of its 5th Enlargement Day plenary session.

Ms Kroon contributed to the thematic debate on the rule of law in Serbia from a local and regional perspective. She focused on the state of implementation by Serbia of the European Charter of Local Self-Government in light of the Congress recommendation on local and regional democracy in Serbia.

The rapporteur underlined the need to pursue local self-government reform and decentralisation in order to align the Serbian system of local and regional self-government with the European standards in the context of Serbia’s European integration.
