Debate on the report of “New forms of local governance”

The members of the Chamber of local authorities of the Congress debated a report and a resolution on “New forms of local governance “at their meeting during 29th Session, on 21 October 2015. The report covers 35 of the Council of Europe 47 Member States. The resolution highlights the new forms of local governance that are emerging across Europe, bringing a new flexibility in methods of governance and enabling local authorities to improve the efficiency and quality of their services. “The resolution aims to reaffirm that the Charter of Local Self-Government is the essential framework that all these significant changes to local democracy must respect, in particular greater flexibility in forms of local and regional government can improve the lives of citizens” stated Mairie Evans, (United Kingdom,NI) on behalf of Congress Rapporteur, Harry McGuigan, (United Kingdom, SOC). The resolution calls for more exchanges of best practice across Member States and calls on local authorities to work together to develop better methods of public service delivery while increasing citizen involvement and ensuring full accountability.
