Interactive COVID-19 event: Congress President calls for better coordination between different levels of government in major crisis situations

“Because of their responsibilities and their proximity to citizens, local and regional authorities are on the front line to face the crisis. The quality of the responses provided has helped to maintain the confidence of citizens and will have an impact on the way forward ”declared Congress President Anders Knape at the opening of the online event“ Covid-19: communities local and regional in the front line ” on 7 December 2020.“ At the Congress, we are convinced that good governance based on better coordination and interaction between the different levels of government is essential, otherwise the responses will be ineffective , fragmented and inadequate, ”he stressed.

Anders Knape recalled the contribution of the Congress to the reflection led by the Committee of Ministers on the challenges of protecting the fundamental principles of the Council of Europe in times of crisis, at the 130th ministerial session in November 2020.  "The resulting Athens Declaration is a milestone and a practical guide on how to meet these challenges without compromising the pillars of our societies," said the President, reaffirming the capacity and competences of local and regional authorities to provide sustainable and democratic solutions in this regard.

In order to provide local and regional responses and to facilitate the sharing of experiences, the Congress launched a web platform bringing together many inspiring examples of actions in the field carried out by municipalities, cities, regions and institutional partners during the  crisis. “The Congress will continue to be the platform for exchange, sharing and support for all European local and regional authorities. This is also the aim of the event which brings us together today to confront the challenges and experiences from our cities and regions, all over Europe "concluded the President.

Marija Pejčinović-Burić, Secretary General of the Council of Europe and Kostas Bakoyannis, Mayor of Athens took part in the meeting.  Michael Roth, Deputy Minister for Foreign Affairs of Germany participated with a video message on behalf of the German Chairmanship of the Committee of Ministers of the Council of Europe.
