The Congress Bureau met in Brussels on 28 June 2019. The program included the agenda of the 37th session of the Congress to be held in Strasbourg from 29 to 31 October 2019 and the Congress' contribution to the work of the Council of Europe, following the adoption of the final declaration of the Helsinki Ministerial Summit. Members discussed the Congress reform project, the 2020-2021 budget and the 2021-2024 priorities calendar.
In this context, they held an exchange of views with the Chairman of the Committee of Ministers' Group of Rapporteurs on Democracy (GR-DEM), Razvan RUSU. They also discussed the prospects for institutional cooperation with the Parliamentary Assembly of the Council of Europe, as well as political cooperation with the Belarusian authorities.
With regard to the situation of local and regional democracy, the Bureau held an exchange on the observation mission of local and regional elections in Turkey, in particular the new election of the mayor of Istanbul which took place on 23 of June 2019.
In addition, the members of the Bureau examined Tunisia's request for Local Democracy Partnership (LDP) status.
On the eve of the Bureau meeting, a ceremony marking the 25th joint anniversary of the Congress and the European Committee of the Regions was held at the European Parliament in Brussels. It was followed by a joint conference on “The Added Value of Local and Regional Authorities in the Unification of Europe” at the Committee of the Regions' headquarters.
