The Committee on the Honouring of Obligations and Commitments by member States of the European Charter of Local Self-Government (Monitoring Committee) is responsible for monitoring the application of the European Charter of Local Self-Government and its additional Protocol on the right to participate in the affairs of local authorities by Council of Europe Member States that have ratified these legal instruments. It organises monitoring visits and drafts reports and recommendations on the state of local and regional democracy in the Member States concerned and also examines specific issues related to local and regional democracy. Through post-monitoring political dialogue, it ensures that its recommendations to Member States are followed up.

The Monitoring Committee undertakes in particular:

  • a general regular country-by-country monitoring mission to each Member State approximately every five years;
  • the examination of a particular aspect of the Charter, by decision of the Bureau or the Commission;
  • fact-finding missions to examine, by decision of the Bureau, specific cases of concern.

In its work, the Committee takes into account:

  • the conclusions and recommendations of the Congress concerning election observation missions;
  • the human rights situation at local and regional level in Europe and, in accordance with Resolution 296 (2010), prepares a regular report on this specific issue.

The Committee contributes to the post-monitoring dialogue and develops, as appropriate, targeted assistance programmes on issues of common interest identified during the monitoring visits, in order to provide concrete assistance to local and regional authorities and to ensure the effective follow-up of its recommendations.

Monitoring Committee meets in Büyükçekmece, Turkey

The Monitoring Committee of the Congress of Local and Regional Authorities will meet in Büyükçekmece, Turkey, on 28 June 2018. The Mayor of Büyükçekmece, Hasan AKGÜN, will address the members of the committee before the meeting which will be opened by Leendert VERBEEK (Netherlands, SOC), Chair.

Three reports on the situation of local and regional democracy in Slovenia, Lithuania and Georgia are on the agenda for adoption and discussions will be held on the on-going monitoring in Poland and the Republic of Moldova. The members of the Committee will also examine information reports on local elections in 7 localities including Chisinau and Balti in the Republic of Moldova (20 May 2018), on local elections in the Netherlands (21 March 2018) and on municipal elections in Tunisia (6 May 2018), as well as a report on "Voting rights at local level as an element of successful long-term integration of migrants and IDPs in Europe’s municipalities and regions".

In addition, several complaints concerning the compliance with the European Charter of Local Self-Government by member states, in particular in France and Serbia, have been addressed to the Congress and will be discussed at this meeting.

In the margins of the meeting, the mayor of the municipality of Bakırköy, Bülent KERİMOĞLU, will sign the Pact of Cities and Regions against Sexual Violence against Children, during an official ceremony in the presence of Anders KNAPE (Sweden, EPP/CCE), President of the Chamber of Local Authorities of Congress. The Pact is a tool, launched at the initiative of Congress, that proposes practical actions and policies to put in place child-friendly services. The primary objective is to protect children and prevent sexual violence to which they may be exposed.  The signatory cities undertake to develop initiatives in this direction.
