The effective development of good governance and democracy at local and regional levels is one of the key priorities of the Congress of local and regional authorities. Good governance, which is the responsible conduct of public affairs and management of public resources, includes the principles of citizen participation, ethical conduct, rule of law, transparency, sound financial management and accountability.
The Governance Committee is responsible for legal and political issues relating to the effective development of good governance and democracy at local and regional levels. In particular it considers questions related to the functioning of local and regional authorities, such as citizen participation, public finance, cross-border and interregional co-operation, and e-democracy.

Congress Governance Committee meets in Covasna region

The Governance Committee of the Congress met on 30 May 2018, at the Bálványos Conference Center, in the Covasna region of Romania. On the agenda were a number of reports for adoption at the November 2018 session. Several of these are part of the Roadmap for Preventing Corruption and Promoting Public Ethics at Local and Regional Level, adopted by the Congress in 2016.                  

They include the draft European Code of Conduct for all persons involved in local and regional governance and two reports, one on the issue of transparency and open government, and the other on conflicts of interest at local and regional levels.

Members of the Committee also discussed guidelines on the consultation of local authorities by higher levels of government as well as a report on the financial difficulties facing many local and regional authorities in Europe.

Gudrun MOSLER-TÖRNSTRÖM, President of the Congress, and Attila KORODI, Member of the Romanian Parliament and member of the Parliamentary Assembly of the Council of Europe, opened this meeting, which was chaired by Jean-Louis TESTUD. The Congress Director, Jean-Philippe BOZOULS, presented the recent activities of the Congress.

This meeting was followed on 31 May by a Conference on the use of languages by local and regional authorities.
