The Congress assesses the implementation of the European Charter of Local Self-Government in Sweden

A delegation of the Congress of Local and Regional Authorities of the Council of Europe, composed of rapporteurs Harald Bergmann (Netherlands, ILDG) and Matija Kovac (Serbia, EPP/CCE) conducted a monitoring visit to Stockholm, Uppsala and Östhammar from 5 to 7 April 2022 to assess the implementation of the European Charter of Local Self-Government in Sweden since the previous monitoring report adopted by the Congress in 2014.

The rapporteurs exchanged views on the latest developments in the field of local and regional self-government in Sweden with Ms Ida Karkiainen, Minister for Public Administration, Mr Per Lennerbrant, Parliamentary Ombudsman, as well as with Henrik Jermsten, Deputy President of the Supreme Court. In Parliament, the delegation met with Mr Andreas Norlén, President of the Riksdag.

Meetings were also held with the Mayor of Stockholm and representatives of the municipalities of Uppsala and Östhammar. Furthermore, the Congress delegation met the members of the Swedish national delegation to the Congress as well as Anders Knape, President of the national delegation and President of the Association of Local Authorities and Regions (SALAR), and Dr Anders Lidström, independent expert.

Sweden ratified the European Charter of Local Self-Government in 1988. Countries that have ratified the Charter are bound by its provisions. The Charter requires the implementation of a minimum set of rights that form the essential basis for local self-government in Europe. The Congress of Local and Regional Authorities of the Council of Europe ensures that these principles are respected in the 46 Council of Europe member states.
