Monitoring visit by the Congress to the Republic of Moldova

A delegation from the Congress of Local and Regional Authorities of the Council of Europe carried out a monitoring visit to the Republic of Moldova from 13th to 15th June 2018. The delegation examined the situation of local and regional democracy in the light of the provisions of the European Charter of Local Self-Government, ratified by the country in 1997.

Rapporteurs on local and regional democracy, Ms Gunn Marit HELGESEN (Norway, EPP/CCE) and Mr Marc COOLS (Belgium, ILDG) focused on the developments in the field of local and regional democracy occurred since the adoption of the last Congress recommendations: Rec 322(2012), on the 22nd March 2012, and Rec 411(2018), on 27th March 2018.

Meetings were scheduled with the Deputy Secretary General of the Government, Mr Adrian ERMURACHI, the Minister of Agriculture, Regional Development and Environment, Mr Liviu VOLCONOVICI, the Minister of Finance, Mr Octavian ARMAȘU, the Speaker of the Parliament, Mr Andrian CANDU, the President of the Court of Accounts, Mr Veaceslav UNTILA, a Constitutional Judge, Mr Aurel BAIESU, and the Head of the Investigation and Monitoring Division in the Office of the People’s Advocate, Ms Svetlana RUSU.

The delegation holded discussions with the National Delegation of the Republic of Moldova to the Congress and the representatives of the Congress of Local Authorities of Moldova (CALM), with the newly elected Mayor of Chişinău, Mr Andrei NĂSTASE, the Governor (Bashkan) of the Autonomous Territorial Unit of Gagauzia, Ms Irina VLAH, the President of the Union of the Rayon Councils (UCRM), Mr Veaceslav BURLACU, the President of the Association of City Mayors and Mayor of Cățăreni, Mr Petru COZLAN, the Mayor of Drăsliceni, Mr Petru BUZU.

The draft report and recommendation will be examined and submitted for approval at the Monitoring Committee at its next meetings scheduled for 6 November 2018 before its submission for adoption by the Congress Session in March 2019.

The Republic of Moldova ratified the European Charter of Local Self-Government in 1997. The countries which have ratified the Charter are bound by its provisions. The Charter requires compliance with a minimum number of rights, which form the European bedrock of local self-government. The Congress of Local and Regional Authorities makes sure that these principles are observed.
